What Is the Negros Occidental Scholarship Program (NOSP)?
The Negros Occidental Scholarship Program (NOSP) is the provincial government’s education assistance program, run by the NOSP Division under the Office of the Governor. Unlike most provincial scholarships, which offer a single grant, NOSP is a cluster of separate scholarship categories — each targeting a different group of Negrense students, from farmers’ children to solo parents to future doctors.
The province has funded roughly ₱72.3 million a year across these categories, supporting around 1,350 grantees at a time. In one recent intake, 515 new scholars were selected from about 8,600 applicants — so competition is real, and applications are screened by exam and interview.

The province has also funded a Maritime Scholarship, a Mechanical-to-Marine Engineering bridging program, Japanese Language and Culture training, the Miyakonojo Scholarship Grant for senior high school students in Japan, a Northern Territory (Australia) scholarship, and Project Free for public school teachers. The AMLIG Scholarship at NU Bacolod
Separately, the province signed an annual agreement with National University–Bacolod for the Accelerating the Mission of Learning and Inclusive Growth (AMLIG) scholarship, valued at up to ₱6.8 million a year. It covers full tuition, miscellaneous fees, and other institutional school costs for eligible undergraduate programs, and runs from academic year 2026–2027 through 2030–2031.
AMLIG is supervised by the NOSP Division and is open to qualified NU Bacolod students who reside in Negros Occidental — the residency rule still applies even though the campus is in Bacolod.
