What this scholarship actually is
The official name is the Senator Vicente C. Sotto III Tuition Fee Scholarship Program. It is run directly by Sotto’s Senate office, not by CHED, TESDA, or DSWD, which is why you will not find it listed on any government scholarship portal.
Here is the part that makes it unusual. During the 2026 campaign, Sotto promised that if he won a Senate seat, he would not take his salary. He said he would put all of it toward sending poor students to school. A senator’s monthly pay runs north of ₱200,000.
He appears to have kept it. By October 2026, his office reported 40 scholars. By February 2026, that number had grown to 70, with applicants from all 52 provinces that had submitted by then.
Seventy scholars against thousands of applicants. I want to be upfront about that ratio, because a lot of scholarship blogs will hype this program without mentioning that the odds are steep. Apply anyway if you qualify. Just don’t build your semester budget around it.
Now on its second year, the program is accepting applications for School Year 2027.
Who can apply
You must meet all four:
- Currently enrolled as a 3rd year or 4th year college student
- Enrolled in a CHED-recognized higher education institution
- GWA of at least 85% or 2.00 based on your most recent grades
- No failing grades
Freshmen and sophomores are not eligible for this cycle. Neither are graduate students or senior high school students.
One thing that trips people up: the “no failing grades” rule is separate from the GWA rule. You can hit an 88% average and still be disqualified for one INC or one 5.0 buried in your transcript. Committees look at individual subject marks, not just the average. Pull up your records and check every line before you submit. If you have an incomplete you can still resolve, resolve it first.
What you actually get
Tuition fee assistance. That is what the program covers.
The exact peso amount has not been publicly announced. Sotto’s office has not released a figure for SY 2027, and any site quoting you a specific number is guessing. Selected scholars are told the amount directly.
So do not assume this covers your full tuition balance, and definitely do not assume it covers miscellaneous fees, books, or allowance. Treat it as help with tuition, not a full ride, unless the office tells you otherwise in writing.
Deadline and the regional closures
Status: this cycle’s window has closed (the announced deadline was August 15, 2026, and several regions closed even earlier as slots filled). The Tito Sotto Scholarship runs annually through the Senator’s office, so a new cycle is expected around mid-2027 — watch the official page linked below rather than relying on last cycle’s dates.
But the announced deadline is not the whole story. The application form has been closing regions as slots fill. As of late July 2026, applications from the National Capital Region and Region IV-A (CALABARZON) were already showing as closed on the form, well ahead of the general deadline.
If you are in another region, your window is open only while your region stays available. That could change any day. There is no advantage to waiting, and there is a real risk to it.
Open the form first and confirm your region is still accepting before you spend an hour scanning documents.
How to apply
The application is entirely online through a form published by Sotto’s office. There is no walk-in application at the Senate, and no fee.
